Onshore wind — blowing from sea to land — chops up the surface and destroys wave quality regardless of swell. Dawn patrol (surfing at first light) exists because in most coastal locations the offshore land breeze is strongest in the morning before the sea breeze builds from solar heating of the land. Tides matter too — most reef breaks have a specific tide window where the depth over the reef is optimal. Too shallow and the wave closes out dangerously. Too deep and it doesn't break properly.
